Management

Jason Lee was appointed the Chief Executive Officer (CEO) of Thye Hua Kwan Moral Charities (THKMC) on 1 March 2023. Prior to that, he has served as THKMC’s Chief Operating Officer since 1 July 2018, and has over 20 years of experience in the social service sector and in leadership management capacities. Jason, who has a background in human resources and management, has created a people-centric culture for talent retention and professional development.

In THKMC, Jason has served in various departments, including Information Technology, Corporate Development and Food Operations. He has also served as the Director of Administration, Human Resources, and Elderly Services at THKMC, which gave him a 360-understanding of THKMC’s corporate functions, business pillars as well as the suite of social services for its diverse clients.

Jason studied Human Resources and Management at Murdoch University, and obtained his Master of Science in Marketing from Baruch College (New York).

Teo Choon Chuan joined THKMC on 15 June 2017 as the Divisional Director for Administration and Projects. Prior to joining THKMC, he spent 10 years with the Ministry of Health, contributing to the emergency preparedness of public healthcare institutions. Prior to joining MOH, Choon Chuan was with ST Electronics for 3 years and the Singapore Armed Forces for 13 years. He was a dual-track officer who had held command and staff appointments in the combat and logistics formations in the SAF.

Choon Chuan obtained his Masters of Science (Defence Technology) degree from Cranfield University (Royal Military College of Science), UK, and Bachelor of Engineering (Hons) degree from Nanyang Technological University. He also obtained a Graduate Diploma in Financial Management and Certificate for Commercial Law from the Singapore Institute of Management and Temasek Polytechnic respectively.

Ms Joan Pereira joined THKMC in October 2023, having previously worked as the Director of Community Liaison at Temasek Foundation Cares. Joan began her career at the Queenstown Community Centre in 1990, where she implemented programmes to foster community bonding among residents of all ages. She moved on to People’s Association’s headquarters in 2000, where she developed social development programmes and promoted family life in the community. She was also a marriage solemniser and counselled many couples who faced challenges after marriage.

From 2007 to 2015, Joan implemented the Wellness Programme in all 87 constituencies by working closely with grassroots organisations, voluntary welfare organisations and religious groups, encouraging seniors to form social networks, stay active, healthy and engaged in the community. These experiences enabled her to strengthen her people skills, through which, happy residents and the positive outcomes gave her much satisfaction.

Joan studied at the Convent of the Holy Infant Jesus and Catholic Junior College, and graduated with a Bachelor of Arts and Social Sciences Degree from the National University of Singapore.

Ms Fatima Mustafa joined THKMC on 1 July 2020 as a Divisional Director of the Programme Development and Innovation Office (PDIO). She now leads the Strategy and Innovation Division (SID). She drives the organisation’s strategic plans with her team who are also responsible for programme development and innovation in THKMC’s services.

Ms Fatima is a veteran of the social services sector with 2 decades of experience of working in public sector agencies. She was conferred the Public Service Administration Medal for Efficiency (Bronze) in 2014. Her last portfolio in the public sector was with the Ministry of Social and Family Development as the Director of Disability Office. She has worked in the private sector driving corporate HR and for Temasek Foundation in the capacity of Director of Programmes.

She has a Master of Science (MSC) in Human Resource Management from Rutgers University and a Master of Science (MSC) in Early Childhood Education from Wheelock College in addition to a Bachelor of Science (BSc)(Hons) in Economics and Management from University of London.

Ong Kam Chow joined the company in September 2011 at the time when THKMS was restructuring its nine Institutions of Public Character (IPC) and five Seniors Activity Centres (SAC) and injecting the assets and liabilities of these IPCs and SACs into the company.

He is well aware of the financial origin and the progress of the company, having been with the company before its incorporation to oversee the financial restructuring and witnessing its growth since then.

After graduating in 1978 from the then University of Singapore with a Degree in Bachelor of Accountancy, he worked in a regional sales and distribution headquarters of a multinational precision measuring manufacturer for over 30 years before retiring and then re-joining the workforce.

He is a Fellow Chartered Accountant of the Institute of Singapore Chartered Accountant (ISCA).

Ms Cindy Tan joined THKMC as Divisional Director of Human Resources in July 2023. Cindy has over thirty years of management experience in general management, human resources and administration across the private and public sectors. She began her career in the retail industry at The Body Shop International (UK) and luxury retail & lifestyle conglomerate Club 21 (COMO Global). After 15 years in the private sector, Cindy moved on to serve in the public sector where she held leadership positions at NTUC LearningHub, Agency for Integrated Care (Ministry of Health) and Lee Kuan Yew School of Public Policy (National University of Singapore).Cindy serves the community through active volunteering at The Willing Hearts and is an appointed member of Human Resource Committee, Singapore Cancer Society.

She holds a Bachelor of Accountancy Degree from the National University of Singapore

Low Hwee San joined THKMC in 2014 as Head of Teaching (EIPIC) and Art Therapist, and was appointed Divisional Director of our EIPIC Services Division in July 2018. She oversees THKMC’s continuum of early intervention services for young children with developmental or learning needs.

She has over 20 years of experience in education in both mainstream and social service settings. Prior to joining THKMC, she held leadership positions in Raffles Junior College and School of the Arts.

She holds a Postgraduate Diploma in Education from NIE, Bachelor of Science (Honours in Chemistry) from NUS and a Masters in Art Therapy from LASALLE College of the Arts. Hwee San was a recipient of the Lien-Foundation Scholarship for Social Service Leaders 2013 (in partnership with NCSS).

Mr Andy Lee joined THKMC in February 2012, after his experience in the financial sector. He has served in several functions including administration, procurement and volunteer management before heading THK Home Care & Home Help Services Division in 2018. THK Home Care & Home Help Services Division has grown in capacity and capabilities culminating in the Service Excellence Medal in the National Healthcare Innovation Project 2020.In 2021, he was also appointed the Divisional Director for THK Elderly Services Division. From Jul 2021 to Jun 2022, he was appointed by the Agency for Integrated Care (AIC) as a work group member to produce the Good Practices Handbook for Home Care. In the same year, he was also spotlighted as one of the 40-Under-40 by NCSS. In 2022, his Division received two Gold Awards in the Community Care Excellence Awards for Productivity Improvement and Client Experience respectively. Andy was also recognised in Dec 2022 with the Public Service Medal (COVID-19).

From July 2023, both divisions merged into THK Seniors’ Community Services, and under his leadership, THK AAC @ Bedok was proudly featured at the National Day Rally 2023.

Andy holds a Bachelor in Commerce in Management and Marketing from Murdoch University, and was the inaugural batch of graduates from SUSS’ Masters in Non-Profit Management programme in 2018. His interests include sports and reading.

Ms Christina Loh joined THKMC in June 2021 as the Superintendent of THK Home for Disabled @ Sembawang. She was subsequently appointed Director of Homes in July 2023 and now helms THK Disability Services as the Deputy Chief.

Christina holds a Bachelor of Science (BSc) in Biochemistry with Honours from National University Singapore (NUS) and has previously been involved with breast cancer research with the Singapore General Hospital (SGH). Having served in both public and private healthcare for over two decades, Christina is also trained in Lean Healthcare with University of Michigan and Advanced Certificate in Learning and Performance (ACLP) certified trainer.

Beyond work, Christina is a certified personal trainer and fitness enthusiast, having accomplished many marathons both locally and overseas and took part in many competitive fitness races.

Dr Katijah Dawood, Chief of SQC Office (Counselling, Research, Social Work) joined THKMC on 17 August 2005 to set up a specialised service for children caught in divorce. The service, known as Supervised Visitation Programme, was the first of its kind in Singapore and was piloted in the Family Justice Court in 2001. THKMC bravely took on the service provision in 2002. Currently, the service is provided by three Divorce Support Specialist Centres in Singapore and one of them is THK Centre for Family Harmony @ Commonwealth.

She graduated from the National University of Singapore majoring in Social Work and Sociology. She started her career at the Ministry of Social and Family Development in 1986 as a Welfare Officer and left in 1997 as an Assistant Director. Her areas of contribution were in children and family work ranging from investigation to policy planning. Over the next five years, she was working in the Subordinate Courts focusing on family protection, maintenance, divorce and juvenile concerns as well as strengthening community partnerships, before pursuing PhD in social work at the University of Queensland, Australia. Her thesis was on the impact of interparental conflict on youths.

Currently, she serves as a member of Tribunal for the Maintenance of Parents, Social Work Accreditation and Advisory Board, Review and Discharge Committee / MSF. Her interests are in the areas of community development, family protection, divorce, low-income families and development of staff competence.

Agatha Tan is the Chief of SQC Office (Nursing, Psychology, Therapy) and the Chief of Therapy Services. As a core member in THKMC’s senior management team, she has headed various THKMC social services since 2006.

Respected internationally and in Singapore as a pioneer and leading specialist in the fields of early intervention for infants and children (EIPIC) as well as persons with disabilities, Agatha has seeded and expanded THKMC suite of community support.

She is credited as one of the pioneers to establish EIPIC in Singapore. Today, THKMC has four EIPIC centres in each geographical region serving a total of more than 800 infants and children with disabilities. To provide seamless 360-social services from children to the elderly, she took on THKMC’s adult services in 2018 where she oversees three residential care facilities, two Day Activity Centres and one Sheltered Workshop.

A celebrated coach and mentor, Agatha has established professional human resource practices and policies to ensure quality service to all stakeholders. To uplift industry standards and capabilities, she spearheaded career planning and talent development for professional and direct care staff under her care. Her astute business acumen sees an annual fiscal turnover of S$11 million for the adult services plus building a 2-year reserve for the EIPIC centres.

Under her stewardship, THKMC has become one of the leading organisations and a key community partner in the children’s and adults’ disability space. She is actively involved in the development of an outcome system. Agatha is part of the steering team alongside consultants from KK Children’s and Women’s Hospital to develop and pilot the current children services through Project ECHO. Since then, ECHO has been successfully launched as a resource and data bank with its holistic outcome system being implemented nationally by the Ministry of Social and Family Development (MSF). Agatha now leads Project FROM, a future-centric framework based on Project ECHO fundamental principles.

A sought-after thought leader and speaker, she lectures part-time on modules concerning infant and child development, health and safety. Agatha is deeply involved in the, 2007 to 2011 and 2012 to 2016, Early Intervention sub-committee of the Enabling Masterplan, a national blueprint spearheaded by the Ministry of Social and Family Development (MSF). She represents the social service sector in the Skill Framework Workstream under the Social Service SkillsFuture Tripartite Taskforce (STT) spearheaded by MSF and coordinated by the National Council of Social Services in 2019.

In her personal capacity, Agatha is a notable change agent. She is committed to bettering herself and devoted to the betterment of others by enhancing the lives of the people and the community that she serves. Agatha has a degree in education from the University of Melbourne.
