Management

Jason Lee was appointed the Chief Executive Officer (CEO) of Thye Hua Kwan Moral Charities (THKMC) on 1 March 2023. Prior to that, he has served as THKMC’s Chief Operating Officer since 1 Jun 2018, and has over 20 years of experience in the social service sector and in leadership management capacities. Jason, who has a background in human resources and management, has created a people-centric culture for talent retention and professional development.
 

In THKMC, Jason has served in various departments, including Information Technology, Corporate Development and Food Operations. He has also served as the Director of Administration, Human Resources, and Elderly Services at THKMC, which gave him a 360-understanding of THKMC’s corporate functions, business pillars as well as the suite of social services for its diverse clients.

Jason studied Human Resources and Management at Murdoch University, and obtained his Master of Science in Marketing from Baruch College (New York).

Teo Choon Chuan joined THKMC on 15 June 2017 as the Divisional Director for Administration and Projects. Prior to joining THKMC, he spent 10 years with the Ministry of Health, contributing to the emergency preparedness of public healthcare institutions. Prior to joining MOH, Choon Chuan was with ST Electronics for 3 years and the Singapore Armed Forces for 13 years. He was a dual-track officer who had held command and staff appointments in the combat and logistics formations in the SAF.

Choon Chuan obtained his Masters of Science (Defence Technology) degree from Cranfield University (Royal Military College of Science), UK, and Bachelor of Engineering (Hons) degree from Nanyang Technological University. He also obtained a Graduate Diploma in Financial Management and Certificate for Commercial Law from the Singapore Institute of Management and Temasek Polytechnic respectively.

Fatima Mustafa joined THKMC on 1 July 2020 as a Divisional Director of the Programme Development and Innovation Office (PDIO). She was leading the Strategy and Innovation Division (SID) which drives the organisation’s strategic plans with her team who are also responsible for programme development and innovation in THKMC’s services. She now leads the Digital Innovation & Technology Division (DIT).

Fatima is a veteran of the social services sector with 2 decades of experience of working in public sector agencies. She was conferred the Public Service Administration Medal for Efficiency (Bronze) in 2014. Her last portfolio in the public sector was with the Ministry of Social and Family Development as the Director of Disability Office. She has worked in the private sector driving corporate HR and for Temasek Foundation in the capacity of Director of Programmes.

She has a Master of Science (MSC) in Human Resource Management from Rutgers University and a Master of Science (MSC) in Early Childhood Education from Wheelock College in addition to a Bachelor of Science (BSc)(Hons) in Economics and Management from University of London.

Alex, a CPA Australia and Chartered Accountant Malaysia since 1998, has over 30 years of professional experience in audit, banking, financial controlling and managing Finance Shared Services Centres across various industries. Before joining THKMC, Alex served as the CFO of voestalpine Specialty Metals Pte Ltd in Singapore, a subsidiary of the leading global steel and technology group from Austria for over seven years. In this role, he oversaw the Finance & Administration functions for the Asia Pacific and Middle East regions, while also managing the Global Oil and Gas business units located in North America, the North Sea and APME. Prior to this, he was the CFO of a local group of companies for more than three years. Besides Singapore, Alex has experience setting up and managing companies across Malaysia, Thailand, Indonesia, Myanmar, Laos, and China.

Chua San Lye joined THKMC on 4 May 2026 as Chief People Officer. He is responsible for human capital and plays a strategic leadership role in shaping THKMC’s people agenda to support its mission of serving the community with purpose and passion. San Lye is a corporate leader with 35 years of experience in human resource management, human capital development and organisational transformation in both public and private organisations. Prior to joining THKMC, he was the Group HR Director and Chief Human Resource Officer of Sembcorp Marine Ltd for 16 years.  In 2023, he was appointed as the Dean of Seatrium Academy.

San Lye has strong leadership in both transform and perform roles. He has led multiple projects and initiatives, and created programs to attract and develop talent, developed strategy to build competencies and capabilities of the workforce, fostered and established seamless work processes for efficiency, scalability and productivity to achieve business results. San Lye is also a leadership coach for senior leaders. He was awarded the NTUC  Medal of commendation in 2017 for his contributions towards Tripartism.

San Lye holds a Masters of Business Administration from University of Leicester, UK and Bachelor of Business Administration degree from National University of Singapore. He obtained the Graduate Certificate in Management Consulting, Institute of Management Consultants, and earned the Advance Coaching Skills Certificate from Singapore Management University.

Agatha Tan is the Chief, Seniors’ Community Services, and formerly the Chief of SQC Office and the Chief of Therapy Services. As a core member in THKMC’s senior management team, she has headed various THKMC social services since 2006.
 
Respected internationally and in Singapore as a pioneer and leading specialist in the fields of early intervention for infants and children (EIPIC) as well as persons with disabilities, Agatha has seeded and expanded THKMC suite of community support.
 
She is credited as one of the pioneers to establish EIPIC in Singapore. During her tenure from 2006 to 2018, Agatha managed 4 EIPIC centres, serving a total of more than 800 infants and children with disabilities. Agatha is deeply involved in the, 2007 to 2011 and 2012 to 2016, Early Intervention sub-committee of the Enabling Masterplan, a national blueprint spearheaded by the Ministry of Social and Family Development (MSF).
 
A celebrated coach and mentor, Agatha has established professional human resource practices and policies to ensure quality service to all stakeholders. To uplift industry standards and capabilities, she spearheaded career planning and talent development for professional and direct care staff under her care. Her astute business acumen sees an annual fiscal turnover of S$11 million for the adult services plus building a 2-year reserve for the EIPIC centres.
 
Under her stewardship, THKMC has become one of the leading organisations and a key community partner in the children’s and adults’ disability space. She is actively involved in the development of an outcome system. Agatha is part of the steering team alongside consultants from KK Children’s and Women’s Hospital to develop and pilot the current children services through Project ECHO. Since then, ECHO has been successfully launched as a resource and data bank with its holistic outcome system being implemented nationally by the Ministry of Social and Family Development (MSF). Agatha now leads Project FROM, a future-centric framework based on Project ECHO fundamental principles.
 
Agatha is a sought-after thought leader and speaker, she lectures part-time on modules concerning infant and child development, health and safety. She represents the social service sector in the Skill Framework Workstream under the Social Service SkillsFuture Tripartite Taskforce (STT) spearheaded by MSF and coordinated by the National Council of Social Services in 2019.
 
Agatha has a degree in education from the University of Melbourne.

Shirley is a senior leader in early childhood education with a proven track record in organisational transformation, sector capability building, and strategic leadership. Beginning her career in business before transitioning to education, she brings a rare blend of operational acumen, pedagogical depth, and people-centred leadership to the organisations she serves.

With a strong grounding in curriculum design and meaningful learning experiences, Shirley has strengthened curriculum quality across centres and uplifted educator professionalism through mentoring and sector-wide training. She also holds multiple certificates in various aspects of early childhood education and in supporting children with diverse needs, enabling her to guide teams with practical understanding and developmental insight. The preschools under her leadership have been recognised for good practices and innovation, reflecting her ability to translate educational philosophy into daily practice. She pioneered an intergenerational bonding programme with a dementia home and led her team in mission work in Myanmar—an experience that deepened educators’ understanding of their purpose and reaffirmed their commitment to serving children and families. She personally contributed by training aspiring early childhood educators in a children’s home there.

Her exposure to preschools and early childhood systems around the world keeps her updated on evolving global policies and practices, shaping her perspectives on quality, inclusion, meaningful learning experiences, and environments.

Appointed as an ECDA Fellow since 2015, Shirley works closely with sector leaders to shape strategic learning frameworks grounded in her belief that leadership begins with recognising people and their purposes, and creating possibilities for them to thrive. Her operational oversight spans administration, HR, finance, technology implementation, and organisation-wide process optimisation.

A strong advocate for inclusive education inspired by Dr Stanley Greenspan’s developmental approach, she partners closely with families and teams to support meaningful progress and successful transitions for children with diverse needs. In 2021, Shirley was awarded the SkillsFuture Fellowship Award, one of Singapore’s highest national honours recognising master practitioners who demonstrate excellence, sector impact, and commitment to mentoring future talent.

Shirley holds a Master of Education and a Bachelor of Arts (Childhood and Family Education). She continues to champion innovation, professional mastery, and values-driven leadership at strategic and organisational levels.

Ms Christina Loh joined THKMC in June 2021 as the Superintendent of THK Home for Disabled @ Sembawang. She was subsequently appointed Director of Homes in July 2023 and now helms THK Disability Services as the Deputy Chief.

Christina holds a Bachelor of Science (BSc) in Biochemistry with Honours from National University Singapore (NUS) and has previously been involved with breast cancer research with the Singapore General Hospital (SGH). Having served in both public and private healthcare for over two decades, Christina is also trained in Lean Healthcare with University of Michigan and Advanced Certificate in Learning and Performance (ACLP) certified trainer.

Beyond work, Christina is a certified personal trainer and fitness enthusiast, having accomplished many marathons both locally and overseas and took part in many competitive fitness races.

Andy Lee joined THKMC in February 2012, after his experience in the financial sector. He has served in several functions including administration, procurement and volunteer management before heading THKMC Home Care & Home Help Services Division in 2018. THKMC Home Care & Home Help Services Division has grown in capacity and capabilities culminating in the Service Excellence Medal in the National Healthcare Innovation Project 2020. In 2021, he was also appointed the Divisional Director for THKMC Elderly Services Division. From Jul 2021 to Jun 2022, he was appointed by the Agency for Integrated Care (AIC) as a work group member to produce the Good Practices Handbook for Home Care. In the same year, he was also spotlighted as one of the 40-Under-40 by NCSS. In 2022, his Division received two Gold Awards in the Community Care Excellence Awards for Productivity Improvement and Client Experience respectively. Andy was also recognised in Dec 2022 with the Public Service Medal (COVID-19).

From July 2023, both divisions merged into THKMC Seniors’ Community Services, and under his leadership, THK AAC @ Bedok was proudly featured at the National Day Rally 2023. He currently serves as Deputy Chief in the SQC Office.

Andy holds a Bachelor in Commerce in Management and Marketing from Murdoch University, and was the inaugural batch of graduates from SUSS’ Masters in Non-Profit Management programme in 2018. His interests include sports and reading.

Dr Vimallan Manokara is a registered psychologist and supervisor in Singapore, with a PhD from the University of Sydney, Australia. Prior to joining THKMC, he accumulated over 15 years of experience in social services and disability, holding a variety of senior roles across clinical practice, research and analytics, innovation, training, service delivery operations, and management.

He is a strong advocate for the effective triangulation of policy, research, and practice, and the activation of systems to deliver high-quality outcomes and impact in social services. His current research interests include Quality of Life, Ageing, Mental Health, Inclusion, and Sustainable Employment of persons with disabilities and seniors. He has published extensively in peer-reviewed journals and contributed to book chapters.

Dr Vimallan has led the conceptualisation and implementation of numerous innovation projects and advocacy initiatives, many of which have contributed to sector-wide transformation. In 2021, he was recognised by the National Council of Social Service (NCSS) as a ’40-under-40′ leader in the social service sector.

In addition to his role as Associate Faculty at the Singapore University of Social Sciences (SUSS), Dr Vimallan serves as an invited member of the Agency for Integrated Care (AIC)’s Institutional Review Board, the NCSS Ethics Review Committee, and the Review Panel for the Ministry of Social and Family Development (MSF)’s Rehabilitation and Protection Group. Through these roles, he continues to shape thought and practice leadership in the social sector.

In 2022, he was awarded the prestigious Dr John C. Harsanyi Medal for Innovation by the University of Sydney, in recognition of his groundbreaking PhD research in sustainable disability employment, alongside other innovative initiatives both locally and internationally.

Terence Boon joined THKMC in 2015 and previously headed Jurong FSC before taking a break from work and returning to the organisation in 2024. He is currently the Senior Director of the Family Services where he oversees the division’s strategic and operational performance.
 
Prior to joining THKMC and the social work sector, Terence spent 16 years in the media industry as a broadcast journalist, producer, programmes executive and executive producer covering regional sports events like the SEA and Asian Games. He subsequently joined the Singapore Prison Service as a counsellor for 8 years where he headed the counselling team at Cluster B.
 
Terence holds a Master of Arts (Applied Psychology) from Nanyang Technological University and a Bachelor of Arts (Psychology and Sociology) from Indiana University (Bloomington). He also obtained a Graduate Diploma in Social Work from Singapore University of Social Sciences.
Karen is a Director at Therapy Services (THKMC). She is a registered Speech-Language Therapist with the Allied Health Professions Council (AHPC) and holds a Master of Science (Speech Language Pathology) from the National University of Singapore. She began her career at KK Women’s and Children’s Hospital, where she built deep clinical expertise supporting children with developmental needs across multiple specialist departments. In 2016, she led an allied health team on a 6-week observer-ship programme to The Hospital for Sick Children in Canada after being awarded the MOH Health Manpower Development Plan (HMDP) fellowship. 
 
Since joining THKMC in 2018, Karen has grown THKMC Therapy Services and Therapy Hub significantly — expanding the Speech Language Therapy team fourfold, revitalising the Children’s Therapy Spaces, and establishing a student-led clinic partnership with Singapore Institute of Technology. As Director, she oversees the strategic direction and delivery of family-centred, person-centric therapy programmes committed to accessible, high-quality care.
 
A recognised leader, Karen is an alumna of MOH’s Health Manpower Development Plan, Nursing Allied Health Leadership Programme, Igniting Leaders Programme, and the NCSS 40-Under-40 Programme (2024). She actively contributes to the sector as an Industry Advisory Board member for Newcastle Australia Institute of Higher Education and through her advocacy roles in various professional and sector-level taskforces.
